His tenure there was marked by a commitment to effective advocacy and strategic program development and increasing revenue 15X over his decade in charge.
Richard's journey into advocacy and governance began in California, where he distinguished himself as Chief of Staff for a State Assembly Member and later as Capitol Director for a State Senator. In these roles, he honed his skills in legislative strategy, crisis communications, coalition building, and public policy implementation, solidifying his reputation as a trusted advisor and effective leader in the political arena.

Jeff Silvester brings a wealth of experience in leadership, risk management, and marketing to Imperium Strategic Group (ISG). Over the past 20 years, Jeff has worked across multiple industries, including construction, insurance, and non-profit advocacy, helping organizations grow, manage risk, and achieve their goals.
Originally from Idaho, Jeff began his career in the construction industry, where he developed strong project management and leadership skills. As the industry changed, he transitioned into commercial insurance, where he became a successful broker and sales manager, consistently growing his client base and maintaining high retention rates. His marketing management degree further enabled him to lead sales teams and implement strategies that drove measurable growth.
Driven by a passion for civil rights, Jeff became deeply involved in non-profit advocacy, eventually taking on leadership roles as COO and Executive Director of a prominent Second Amendment legal organization. In these roles, he led marketing campaigns, built impactful programs, and raised funds to support core constitutional rights.
In his free time, Jeff enjoys playing pickleball with his five children and working on home projects. He’s an avid fan of Audible and Prime Video, and he never turns down the chance to see live music. Jeff’s goal is simple: help others succeed through focused team efforts and practical solutions.
